The phenomenom – known as “shoes on a wire” can be reported to 311. In NYC, the Dept of Transportation usually will “respond” within 30 days. There was a scene in Lil Bow Wow’s 2002 movie, “Like Mike,” in which his character climbs a pole to retrieve his sneakers and gets zapped with “special” power and lives happily ever after.
