Nechama Rothberger, 19, has been charged with reckless driving after hitting Tian-Sheng Lin, 53, while text messaging and driving Sunday on East 17th street and Avenue P in Midwood, NY1 is reporting. She was also given a violation for using the cell phone while operating a vehicle. Lin, who was riding a scooter at the time of the accident, was taken to Kings County Hospital and is listed in critical condition.
